J'Moul Francis is the Legal Officer at the Ministry of Foreign Affairs, Trade, and Barbuda Affairs of Antigua and Barbuda, where his work bridges the fields of law and diplomacy. He serves as the Ministry's lead technical officer on international law and policy, regional and international treaties and conventions, bilateral and multilateral agreements, the negotiation of emerging international cooperation frameworks, and foreign service governance. Mr Francis currently serves on Antigua and Barbuda's Air Services Agreements negotiating team, where he has played a key role in the recent negotiations of the United States-Antigua and Barbuda Air Services Agreement, as well as other bilateral air services agreements. He holds a BA in Law from Tallinn University of Technology, Estonia, with specialisations in EU and international law, and pursued further studies at Maastricht University, Netherlands, through the European Commission's Erasmus Exchange Programme. In 2018/19, he was awarded the Commonwealth Scholarship to pursue a Master of Laws (LL.M.) at University College London (UCL), specialising in EU Law, Competition Law, and International Law. Mr Francis is an alumnus of several prestigious international programmes, including the UN International Law Regional Course for Latin America and the Caribbean (2025), the 10th Diplomatic School for Junior Diplomats hosted by Kosovo's Ministry of Foreign Affairs and Diaspora (2024), the UNIDIR-OAS Summer School on Security and Technology (2024), the CARIFORUM–EU EPA Legal Drafting Programme (2023), and the University of the West Indies' Certificate in CARICOM Law and the Caribbean Court of Justice (2022). He was also nominated by the U.S. Embassy in Bridgetown and selected by the U.S. Department of State as a participant in the International Visitor Leadership Programme (2023). Beyond his legal and diplomatic work, Mr Francis is active in civic, academic, and cultural spheres. He currently serves as Assistant Treasurer of the Antigua and Barbuda Cycling Federation, works as a private academic and research tutor, and is a classically trained pianist and organist, supporting local churches and choirs.
